Advanced Navigation inks lease at Port’s Halyard

Port of Hood River Commissioners approved a 10-year lease with a Hood River company, Advanced Navigation and Positioning Corporation, which will occupy the new Halyard Building on the Hood River waterfront. The deal gives the longtime local company room to accommodate expected job growth.

Founded in Hood River in 1991, Advanced Navigation and Positioning Corporation (ANPC) manufacture's the Transponder Landing System, a ground-based aircraft navigation system capable of providing aircraft surveillance and precision approach guidance to terrain-challenged airports. ANPC’s fixed and portable units have been installed around the world, including a recent installation at Antarctica.

ANPC has significantly increased engineering staffing during the last 18 months, with more professional openings expected in the next two years; 22 of the 34 employees are engineers.

“The primary goal of the Port is to create space on the Hood River waterfront for local companies to expand and grow in the community,” said Port Commissioner Kathy Watson shortly before the commission approved a 10-year lease with ANPC at a special meeting Monday.

The lease includes option terms that can give ANPC a waterfront home for the next 15 years. Currently located in downtown Hood River, ANPC will move as soon as October, following completion of building improvements needed for its operation. Currently, the 21,000-square foot Halyard Building’s main structure, its parking area and its landscaping are on-schedule with completion by the end of June.

The Halyard Building is the first new Port building on the waterfront in more than 25 years. It was developed to meet Leadership in Energy and Environmental Design (LEED) silver designation, a nationally recognized standard for environmentally sensitive design. It is expected to be Hood River County’s first industrial building to achieve LEED-silver distinction and set the right development tone for the waterfront, noted Port Executive Director Michael McElwee.

Dave Davidson, ANPC’s Chief Operating Officer stated: “ANPC anticipates sustained growth over the next several years.  The Halyard Building can accommodate our growth needs, supports our commitment to a sustainable environment, and represents a long-term commitment to Hood River.”

The Halyard Building is the first structure developed at the Port’s Waterfront Business Park, located south of Portway Avenue and between Second and Eighth streets. The Port is currently marketing the rest of the nine-lot business park which features a mix of light industrial and commercial zoning. The Port has specific criteria for potential waterfront tenants, with an emphasis on job creation.

The Port will host a Community Open House at the Halyard Building from 4-7 p.m. Wednesday, July 7.

For information about the Halyard Building and Waterfront Business Park is available by visiting the Port’s web site, www.portofhoodriver.com, or by calling the Port at (541) 386-1645.

ANPC to Celebrate the Installation Completion of its
Transponder Landing System in Antarctica on March 7th

Date also marks ANPC’s participation and sponsorship in the Antarctica Marathon

HOOD RIVER, Ore., March 3, 2010—Advanced Navigation and Positioning Corporation (ANPC), an innovative, globally progressive and green company, will celebrate the completion of the installation of its Transponder Landing System (TLS) at Teniente Marsh Base on King George Island in Antarctica on March 7th. ANPC will also participate in the 11th annual Antarctica Marathon as both a sponsor and runner.

In November 2009, the Brazilian Air Force selected ANPC’s TLS—a groundbased guidance system capable of supplying vertical and horizontal approach guidance to terrain-challenged airports, while simultaneously utilizing existing airborne equipment to minimize operator costs—on the basis of performance following a competitive evaluation of the traditional Instrument Landing System (ILS).

“Our TLS is a green alternative to traditional Instrument Landing Systems, as it uses less energy, requires less maintenance, and enhances safety, while having a substantially smaller footprint at the airfield,” says ANPC’s CEO Jeff Mains. “ANPC’s efforts are also giving scientists and other humanitarians more access to Antarctica to research environmental trends and explore the ecological richness of this remarkable continent.”

March 7th also marks the date of the Antarctic Marathon, in which ANPC’s CEO Jeff Mains will be running as an Antarctic resident. Only 100 runners (of approximately 5,000 applicants) from around the world were selected to run the
Antarctica Marathon. As a part of the marathon, ANPC will be supporting ‘Oceanites,’ a nonprofit organization committed to anti-eco tourism to protect invaluable Antarctic resources.

ANPC Announces Contract Signing for a TLS at Teniente Marsh Base Antarctica

Hood River, Oregon (November 9, 2009) - Advanced Navigation of Hood River Oregon, USA announces the contract signing for a TLS to be installed at Teniente Marsh Base Antarctica on King George Island.

The Brazilian Air Force selected the TLS on the basis of performance following a competitive evaluation of the traditional Instrument Landing System compared to the TLS.

Efforts to improve aircraft access to the base began when Brazilian President Lula visited the base during February 2008. "We are going to have to expand our presence here with more investments and laboratory ships," Silva told reporters covering his trip, which was postponed 24 hours by bad weather. "We will also have to improve the base and bring in more researchers."

Bad weather also delayed Silva's return flight to Punta Arenas, Chile's southernmost city, from where he was to continue on to Brazil. After visiting the base, President Lula said that Brazil intends to increase its operations in Antarctica.

Some 28 nations operate seasonal and permanent research stations on Antarctica and nearby islands. No single nation has control over any section of the continent, which is governed by the Antarctic Treaty System and designated as a natural reserve dedicated to peace and science.

The installation of TLS will commence during December 2009 and achieve completion during March 2010.

Santa Cruz Air Base receives ANPC Transponder Landing System

Jenny Beechener

United States manufacturer Advanced Navigation & Position Corporation (ANPC) has reported the successful installation of its Transponder Landing System (TLS) at the Santa Cruz Air Base in Rio de Janeiro State, Brazil.
The Brazilian Air Force (Força Aérea Brasileira) selected the TLS following a competitive flyoff between conventional radar precision approach systems and ANPC’s transponderbased system.

The nonvisual approach aid provides Category I guidance in terrain that is unsuited to conventional Instrument Landing Systems (ILS), and provides full precision approach radar guidance for aircraft not equipped with ILS receivers. The installation was carried out by the Brazilian Airport Authority (CISCEA) and was flightchecked by Brazilian Flight Standards (GEIV).

The TLS complies with ICAO Annex 10 standards for a Category I ILS, and uses the same receivers, horizontal situation indicator and course deviation indicator as conventional ILS. The groundbased TLS determines the location of the aircraft by interrogating the aircraft transponder and measuring the reply to calculate time of arrival, azimuth and elevation angle. From the calculated location of the aircraft, a course correction is computed and transmitted back to the aircraft where it is displayed as localised and glide slope course guidance in the cockpit. ILS frequency assignment
principles also apply to the TLS.

ANPC said the Brazilian installation provides a clear demonstration of the company’s TLS capabilities, with the opportunity of further installations in Brazil. The company has also received expressions of interest from other South American countries. The TLS gained FAA type acceptance in 1998 and is installed at the Asian hub of Federal Express at Subic Bay National Airport in the Philippines since the late 1990s. The equipment is also in operation at an ANPC test
and demonstration site at Dalles Airport, Washington. Based on the success of the TLS, ANPC began development of a
Transportable Transponder Landing System (TTLS) in the late 1990s. The company offers a tactical unit that can be trailermounted, or transported by air and can be fully deployed in less than six hours by three military personnel. Customers include the US Marine Corps, the Royal Australian Air Force and most recently the Spanish Air Force, which took delivery of a NATO sheltered TTLS in November 2006 for deployment at Herat Air Base in Afghanistan. ANPC continues to fund internally the development of TLS technology and is currently under a research, development, test and engineering contract with US Air Force Flight Standard Agency. A development system was delivered to Tinker Air Force Base in Oklahoma in July 2007 for evaluation.“Santa Cruz Air Base receives ANPC Transponder Landing System” as
